Who is Landry Consulting? Landry Consulting was founded in 1995 by Stephen D. Landry. The objective of Landry Consulting is the fair and equitable enforcement of construction and life-safety regulations to the benefit of all involved. The first order of business was to go into a community in which a business owner was extremely frustrated by Code Officials and Inspectors that could read verbatim the text of the code but were totally incapable of applying that code in a manner that allowed the intent of the code to be met and still allow the business owners to continue operating there businesses.
Code Enforcement by the Book... (a true story) A business owner had a situation in which he was in the business of selling new office furniture and reconditioning used office furniture through refinishing this used furniture. His operation was moderate in size which included a warehouse of approximately 15,000 square feet of which approximately 500 square feet was used for refinishing scratch and dent items. Because he wanted to increase the size of the refinishing area to approximately 900 square feet, the Fire Inspector decided that the entire 15,000 square feet of the warehouse must be sprinklered, which from a cost standpoint would have caused the business owner would have been put out of business.
The fact of the matter is that according to a very specific application of a very specific piece of code language, the Inspector was correct, but by separating the spray area with rated construction and installing 3 sprinkler heads from a domestic water supply, the business owner was able to meet, not only the intent of the code, but the letter of the code as well. Needless to say, the inspector was embarrassed but learned a valuable lesson at the same time. The lesson was that Fire and Building Codes are designed to work together and must be evaluated as such in order to get a clear understanding of the intent.
The reality is that everyone was a winner in this situation, The City had a very happy business owner and tax payer which saved somewhere in the order of $30,000, The Inspector received a valuable lesson that served him well during the remainder of his career which to my knowledge is still advancing and Landry Consulting received several new and prosperous contacts which got this business off the ground. I would call this a win, win, win result.
I tell this story only to emphasize the philosophy of a good working knowledge of the subject matter, an open and objective mind, doing ones homework, listening to the needs of all parties and applying the rules fairly will almost always produce a favorable outcome. This is the goal of Landry Consulting.
